Great Lakes Economics Initiative of the Brookings Institution
The Brookings Metropolitan Policy Program, in partnership with a network of academic, public policy, business and civic organizations, began a multi-year research and policy development initiative in 2005 to improve the economic vitality of the Great Lakes Region.

Federal Reserve Bank of Cleveland
The Federal Reserve Bank of Cleveland was established in 1914 as a part of the Federal Reserve System, the central bank of the United States. The Bank’s main office took up residence in its current home in the heart of downtown Cleveland in 1923. The Federal Reserve Bank of Cleveland serves the Fourth Federal Reserve District, which comprises Ohio, western Pennsylvania, eastern Kentucky, and the northern panhandle of West Virginia. It is one of twelve regional Reserve Banks that, together with the Board of Governors in Washington, D.C, make up the Federal Reserve System.

The Chicago Fed serves the Seventh Federal Reserve District, an economically diverse region that includes all of Iowa and most of Illinois, Indiana, Michigan and Wisconsin. The Seventh District has a large national share of many important economic sectors. The Chicago Fed has a head office in Chicago, branch office in Detroit, a regional office in Des Moines and a facility on the southwest side of Chicago.

DOE Auto Loan Website
Section 136 of the Energy Independence and Security Act of 2007 establishes an incentive program consisting of both grants and direct loans to support the development of advanced technology vehicles and associated components in the United States. The Department of Energy (DOE) is charged with administering the section 136 program, known as the Advanced Technology Vehicles Manufacturing Loan Program (ATVM). Under section 136, the ATVM provides loans to automobile and automobile part manufacturers for the cost of re-equipping, expanding, or establishing manufacturing facilities in the United States to produce advanced technology vehicles or qualified components, and for associated engineering integration costs. The FY 2009 Continuing Resolution (CR) enacted on September 30, 2008, appropriated $7.5 billion to support a maximum of $25 billion in loans under the ATVM. Also, the CR provides DOE $10 million to administer the program. The CR further requires DOE to issue an interim final rule within 60 days of the effective date of the CR to administer the loan program and establish eligibility requirements for both the grant and loan programs.
